I see this a lot in Newham, The Highway Code rule 154 on Advance Stop Lines states: "motorists, including motorcyclists, must stop at the first white line and should avoid encroaching on the marked area." But I hardly ever see motorists obeying this.
Whoever you are, registration number R832 XUD, never complain about cyclists failing to follow the Highway Code...
